Jacksonville and Duval County
In most of Duval County, the county and the City of Jacksonville are the same government, and every building permit runs through one online system: JaxEPICS. We prepare complete submittals, upload them as your authorized agent, follow each review track, and respond to comments so your project keeps moving.
In 1968, the governments of Duval County and the City of Jacksonville consolidated. The result is a single city-county government that covers nearly the whole county. If your property is in Mandarin, Arlington, the Westside, Southside or anywhere else in the consolidated area, there is no separate “county” building department to choose. Permits are issued by the City of Jacksonville’s Building Inspection Division, which sits within the Public Works Department.
Four communities chose to keep their own local governments: Jacksonville Beach, Atlantic Beach, Neptune Beach and the Town of Baldwin. They are still part of Duval County, but they are independent municipalities. Jacksonville Beach, for example, has its own Building Inspection Division that issues permits within its city limits. Before anything is drawn or submitted, we confirm which government has jurisdiction over the parcel, because a beaches address and a Jacksonville address follow different processes.

The City of Jacksonville requires online submission for all permit types through JaxEPICS. A few details shape how we prepare a package:
The city has also moved civil plan and plat reviews into JaxEPICS, so site development and building permits now live in the same system. That helps when a commercial project needs both.
Duval has ocean frontage, the St. Johns River and many tidal creeks. The city’s Development Services Division provides flood zone determinations and copies of available elevation certificates. Work on older structures in a flood zone can trigger the FEMA substantial improvement rule, so we flag it at the scoping stage.
Under Florida law, a recorded Notice of Commencement must be filed with the permit office before the first inspection on jobs above the statutory value threshold. In Duval it is recorded with the Clerk of Courts and then uploaded to the permit record.
Windows, doors, roofing and other exterior products need Florida Product Approval or local approval documentation that matches what will actually be installed. Substitutions after approval often mean a revision.
For commercial tenants, the city notes that a Certificate of Use often requires a three-part review by Zoning, Building and Fire. We sequence the change-of-use permit and the certificate so one does not hold up the other.
In our experience, delays in a multi-reviewer system like JaxEPICS rarely come from a single big problem. They come from small gaps that send a file back to the start of a review cycle:
Fast Pass Permits does not hold a contractor license and does not pull permits under its own license. We work for the licensed contractor or the property owner. If you still need a contractor, we can refer you to a licensed one.

Duval County and the City of Jacksonville are a consolidated government, so there is no separate unincorporated county area. Four communities kept their own governments. We handle permits in all of them:
For most addresses, yes. Since the 1968 consolidation, the City of Jacksonville handles building permits countywide, except in Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin, which kept their own governments.
Yes. We prepare and submit the record as the contractor’s authorized agent, with the city’s required Permission to Obtain Permits form completed by the contractor. The permit is still issued under the contractor’s license.
The city allows a registered design professional to submit first. A contractor must be attached, with the Permission form and fees, before the permit is issued.
Yes. Jacksonville Beach has its own Building Inspection Division and process. We prepare the submittal for that department instead of JaxEPICS.
Yes. Our permit research and due diligence service looks for open or expired permits tied to a Duval property.
Send us the address and scope. We will confirm the jurisdiction and give you a flat rate upfront before any work starts.
