Polk County, Central Florida
Polk County is a large inland county between Tampa and Orlando, with new subdivisions, lakefront homes and commercial work spread across rural areas and many cities. We help contractors and owners get permits through the Polk County Building Division’s online portal, or through the city departments in Lakeland, Winter Haven and other municipalities, without the back-and-forth.
Polk County Government’s Building Division, based in Bartow with a second office at the Northeast Government Center in Lake Alfred, handles county building permits. Several cities run their own departments with their own systems. Lakeland’s Building Inspection Division uses an ePlan system for plan submission and review. Winter Haven’s Building and Permitting Division takes new applications through its own Accela portal, after retiring its older ProjectDox portal for new submittals.
The practical point: a project two miles apart can fall under different rules, portals and reviewers. We confirm the jurisdiction of each parcel before anything is prepared.

County permits run through the Polk County Access Portal, built on Accela. It handles permit applications, status checks, fee payment and inspection scheduling. Land development applications, including site plans, plats, variances and conditional uses, are filed in the same portal, which helps when a commercial project needs both a site plan and a building permit.
Polk also offers virtual inspections through VuSpex for approved inspection types, alongside onsite inspections. Permit records from 2010 onward can be searched in the portal, which is useful for checking a property’s history before starting work.
A step many out-of-county contractors miss is registering their license with the Polk County Building Division. The county’s registration form for state-certified license holders asks for:
That last form is how an expediter like us can prepare and submit permits for a contractor in Polk’s portal. The permit stays under the contractor’s license; we handle the paperwork and the follow-up.
Polk is dotted with lakes. The county lists docks, seawalls and boat ramps among work that requires a permit, and lakefront parcels can involve flood zone and setback questions that are worth checking during design.
Polk is not on the coast, but design wind speeds still apply. The Florida Building Commission has studied how wind-borne debris rules treat large inland lakes in the county, so wind design criteria should be confirmed by the engineer of record.
The Building Division limits how many walk-through owner-builder permits it processes each day. Owners who plan to build themselves should allow for that.
The county’s Notice of Commencement form states it must be recorded and posted on the job site before the first inspection. It is recorded with the Polk County Clerk.
Windows, doors, roofing and other envelope products also need Florida Product Approval documentation that matches what is installed.
Most delays we see in Polk come from administrative gaps rather than code problems: a contractor who has not finished county registration, insurance certificates that do not name the Building Division, site plans that do not show required setbacks, or a permit filed with the county for an address inside Lakeland or Winter Haven. Plan revisions on production homes are another source of delay when drawings and product approvals drift apart.
Fast Pass Permits does not have a contractor license and does not pull permits under its own license. We act as the authorized agent of the licensed contractor or owner, and we can refer you to a licensed contractor.
