Broward County Permit Expediting
Broward is mostly incorporated, so nearly every project is permitted by a city building department, each with its own portal and habits, while countywide rules come from the Board of Rules and Appeals and the Florida Building Code’s High-Velocity Hurricane Zone provisions. Fast Pass Permits manages the paperwork, the portals and the reviewer comments so you can focus on the job.
Most of Broward County sits inside a city. Fort Lauderdale, Pembroke Pines, Hollywood, Miramar, Coral Springs and Pompano Beach each run their own building department, as do the county’s smaller cities and towns. If your property is in a city, that city’s building official reviews the plans, issues the permit and performs the inspections.
Broward County’s Building Code Division handles permitting, code compliance and enforcement for the Broward Municipal Services District (the remaining unincorporated areas) and Fort Lauderdale-Hollywood International Airport. The division also handles regional elevator permitting and contractor licensing.
Because jurisdiction is split across so many local departments, the same scope of work can be handled differently from one city line to the next. We start every Broward job by confirming exactly which department has the property and what that department expects at intake.

What ties Broward’s building departments together is the Broward County Board of Rules and Appeals (BORA). BORA publishes the countywide Broward County Uniform Building Permit Application. A revised version (rev. 11/14/2025) was released in late 2025, and the City of Pompano Beach, for example, stopped accepting the previous form after December 31, 2025.
Submitting an outdated version of the uniform application is an easy way to get bounced at intake. We use the current form and fill it out to match the plans, the contractor’s information and the owner’s records.
BORA also sets the policy for the county’s Building Safety Inspection Program, covered below.
We keep track of which portal each city uses and handle uploads, resubmittals and status checks in that system.
The Florida Building Code identifies Broward and Miami-Dade as the High-Velocity Hurricane Zone. Windows, doors, shutters and roofing need product approvals rated for HVHZ use, and reviewers check them closely.
Under BORA Policy 05-05, buildings are inspected once they reach 25 years from their certificate of occupancy, then every 10 years. One- and two-family dwellings, fee simple townhouses and minor structures under 3,500 square feet are exempt. Buildings already inspected under the former 40-year program move to 10-year intervals. See our recertification services.
For threshold buildings (generally more than three stories or 50 feet tall), BORA requires the structural portion of the safety inspection report to be prepared by a Florida-licensed structural engineer who is also licensed as a Special Inspector.
Florida law requires a recorded Notice of Commencement, posted on site before the first inspection. In Broward, recording is handled through the county’s Records, Taxes and Treasury Division.
From what we see in day-to-day work, Broward delays tend to come from local variation rather than a single county bottleneck:
We are a permit expediting firm. We do not hold a contractor license and never pull a permit under our own license. Your licensed contractor or owner-builder remains the permit holder, and we work as their authorized agent.
If you need plans, we offer signed and sealed drawings through licensed partners. If you need a licensed contractor, we can refer one.
Roofs, impact windows, additions and interior renovations. Residential permits.
Buildouts, change of use and renovations for businesses. Commercial permits.
Permits outside the standard building scope. Special permits.
Permit history and open-permit checks before a purchase or project. Due diligence.
For statewide coverage, visit our Florida permit expediting page.
Broward County has 31 municipalities, each with its own building department, plus the unincorporated Broward Municipal Services District, which is permitted by the county. We handle permits in all of them, including:
Only if your property is in the Broward Municipal Services District (unincorporated Broward). Properties inside a city are permitted by that city’s building department.
It is the countywide permit application published by the Board of Rules and Appeals. Building departments expect the current revision, so using an outdated form can stop your application at intake.
Not for new cycles. BORA Policy 05-05 requires the first building safety inspection at 25 years from the certificate of occupancy and every 10 years after that, with exemptions for one- and two-family dwellings, fee simple townhouses and minor structures under 3,500 square feet.
Yes. Broward is part of the High-Velocity Hurricane Zone under the Florida Building Code, so exterior envelope products must carry approvals that cover HVHZ use.
Yes. As the authorized agent for your contractor or owner-builder, we can submit through ePermits OneStop or the city’s own portal, track reviews and respond to comments.
Send us the project details and we will reply with a flat-rate quote, so you know the cost before we start.
