Special & Multi-Agency Permits
When a project needs sign-offs from environmental, fire, utility, transportation and zoning reviewers, we coordinate every agency so the building permit is not left waiting on one missing approval.
Special permits in Florida rarely come from a single office. A restaurant build-out, a new commercial building or a road-front renovation can need approvals from county environmental staff, the fire department, the water and sewer utility, a state agency and the local zoning department, all before the building department will issue the main permit. Each reviewer works on their own schedule, uses their own portal and comments only on their own discipline.
That is where projects lose weeks. A utility comment changes the site plan, which reopens zoning. A fire reviewer asks for a revised sheet, but the architect is waiting on the environmental reviewer. Nobody is responsible for the whole picture, so the owner or general contractor ends up chasing every agency themselves. Fast Pass Permits takes that coordination off your desk and keeps each approval moving toward the same finish line.

Environmental review by Miami-Dade’s Department of Environmental Resources Management, which many permits in the county must clear before issuance.
Fire department review for life-safety items such as sprinklers, alarms and access, including Miami-Dade Fire Rescue where it has jurisdiction.
Water and sewer availability and connection approvals from Miami-Dade Water and Sewer, often needed for new construction and changes in use.
Florida Department of Transportation permits for work on state road right-of-way, such as driveway connections, drainage and utility work.
City and county right-of-way permits, plus maintenance of traffic plans when work affects sidewalks, lanes or parking. See our MOT permits page.
Onsite sewage (septic) approvals, overseen by the Florida Department of Environmental Protection since July 2021, and state plan review for food service establishments.
Some approvals are decided at a hearing or by a planning department rather than a plan reviewer. These take longer, have their own notice and submittal rules, and usually must be in hand before construction drawings can be approved.

To be clear about our role: Fast Pass Permits is a permit expediting firm. We do not hold a contractor license and we do not pull permits under our own license. The permit holder is your licensed contractor, or the owner where owner-builder permits are allowed. We prepare, submit, track and follow through on their behalf.
DERM is Miami-Dade County’s Department of Environmental Resources Management. It reviews permits for environmental issues such as wastewater, drainage, wetlands, contamination and similar concerns. Many building permits in Miami-Dade must receive DERM approval before they can be issued, and DERM comments often need input from the engineer.
Work within the right-of-way of a state road, such as a new or modified driveway connection, drainage tie-in or utility work, generally requires an FDOT permit in addition to local permits. Work on city or county roads is permitted by that local government instead. We confirm which agency owns the road before anything is submitted.
A variance relaxes a specific development standard, like a setback or height limit, for a particular property. A conditional use permit allows a use the zoning code lists as permitted only with special approval, often with conditions attached. Both usually involve a public notice and a hearing, so they need to be planned early.
Under Florida’s asbestos rules, notice for regulated demolition and renovation projects must be postmarked or received at least 10 working days before work starts, sent to the local air program or, where none exists, the DEP district office. Exemptions apply in some cases, and many building departments also ask for an asbestos survey or affidavit with a demolition permit.
No. We are not a contractor, so the permit is issued to your licensed contractor or to you as owner-builder where the law allows. We act as the authorized agent who prepares and submits the application and manages the process. If you need a contractor, we can refer you to licensed ones.
Tell us about the project and which approvals are holding it up. We will review the scope and send you a flat-rate quote to coordinate the rest.
