Paperwork Is Where Permits Get Held Up

Good permit document preparation in Florida is mostly about details. Every building department has its own application, its own list of supporting documents and its own rules about who must sign what. A submittal with an outdated form, an unsigned owner authorization or a contractor whose license information does not match can be returned before a plan reviewer ever opens the drawings.

Fast Pass Permits handles that paperwork as a standalone service or as part of a full permit. We prepare the forms, collect the signatures, verify the details and keep copies organized, so the application package matches what the jurisdiction expects.

Notice of Commencement in Florida: What to Know

A Notice of Commencement is a document recorded in the county’s official records that identifies the property, the owner, the contractor and others involved in an improvement. It is part of Florida’s Construction Lien Law, and the form is set out in section 713.13, Florida Statutes.

Requirements and formats vary by county, so we confirm the local rules for each property. Because the NOC affects lien rights, owners with legal questions about it should talk to a Florida attorney.

How It Works

  1. Tell us the job. Property address, scope of work, contract value and who the contractor is.
  2. Get a flat-rate quote for the documents and filings you need.
  3. We prepare the forms and confirm the jurisdiction’s current versions and requirements.
  4. Signatures and notary. We send each signer exactly what to sign and coordinate notarization.
  5. Recording and submittal. We record the NOC where required and submit the package as your authorized agent, or hand it back to you ready to file.
  6. Copies and tracking. You receive organized copies of everything filed, and we track the application if we are handling the permit.

Why Work with Fast Pass Permits

We are a permit expediting firm, not a law firm and not a contractor. We prepare and file documents at your direction, and the permit is held by your licensed contractor or by you as owner-builder where permitted.

Frequently Asked Questions

When is a Notice of Commencement required in Florida?

Under section 713.135, Florida Statutes, a copy of the recorded NOC must be filed with the building department before the first inspection when the direct contract is greater than $5,000. For repair or replacement of an existing heating or air-conditioning system, the threshold is $15,000.

Who signs the Notice of Commencement?

The owner. Section 713.13 says the owner must sign and that no one else may sign in the owner’s stead, so a contractor or permit agent cannot sign it for you. When the owner is a company, the form provides for signature by an authorized officer, director, partner or manager. The signature is notarized.

How long is a Notice of Commencement valid?

Unless the form states a different expiration date, the notice expires one year after recording. It also becomes void if the work does not actually begin within 90 days after recording, in which case a new notice is needed.

Where do I record a Notice of Commencement?

In the official records of the county where the property is located, through the clerk’s office. Some counties, including Miami-Dade, accept electronic recording through approved vendors. A certified copy is posted at the job site and a copy is filed with the building department.

How do I verify a contractor’s license in Florida?

State-licensed contractors can be looked up on the Florida Department of Business and Professional Regulation’s license search. Some trades are also licensed locally, so we check the license that applies to the work and jurisdiction before it goes on an application.
